The students of any college, community college or high school in this state, having 100 or more such students, 14 years of age or over, may be organized into a cadet company or companies under such rules and regulations as the governing body of the schools or colleges and the Adjutant General of the State of California may prescribe. Said company or companies shall be of such strength as may be prescribed by the Adjutant General.
