Notwithstanding any provision of law, rule or regulation to the
  contrary, the commissioner with the assistance and approval of the state
  comptroller may  establish  a  system,  either  on  an  experimental  or
  permanent  basis,  for  the  payment of all or any specific fees, fines,
  security  bonds  and/or  civil  penalties  which  the  commissioner   is
  authorized to collect by credit card or similar device.
