Nothing contained in sections 1148b and 1148c of this title shall
be construed as limiting the rights, powers, and authority granted
prior to August 19, 1937, to the regional agricultural credit
corporations, the Farm Credit Administration, or the Governor
thereof by any Acts of Congress or Executive orders.
