In the implementation of this chapter, the Secretary shall
utilize information and data available from other Federal, State,
and local governments, and private organizations and he shall
coordinate his actions with the resource appraisal and planning
efforts of other Federal agencies and avoid unnecessary duplication
and overlap of planning and program efforts.
