1994 - Subsec. (a). Pub. L. 103-322 substituted "fined under this
title" for "fined not more than $10,000".

1988 - Subsec. (b). Pub. L. 100-690, Sec. 7024(a), inserted "or
foreign country" after "State" in two places.
