Whoever knowingly demands, charges, solicits, collects, or
receives, or agrees to charge, solicit, collect, or receive any
other or additional fees or moneys in proceedings relating to
naturalization or citizenship or the registry of aliens beyond the
fees and moneys authorized by law, shall be fined under this title
or imprisoned not more than five years, or both.
