Section 42 was amended by act July 31, 1894, ch. 174, Sec. 19, 28
Stat. 210.
EFFECTIVE DATE OF REPEAL; SAVINGS PROVISION
Repeal effective on and after thirtieth day following Aug. 8,
1953, and savings provision, see sections 1 and 23 of act Aug. 8,
1953.
