Section, act Aug. 25, 1937, ch. 757, 50 Stat. 770, provided that,
on and after Aug. 25, 1937, the certificate of the president and
executive secretary of the American Group of the Interparliamentary
Union be final and conclusive upon the accounting officers in the
auditing of all accounts of the Group.
