In all appropriations hereafter made for "General expenses, Coast
Guard," there is authorized to be made available not exceeding
$1,500 in any fiscal year, under rules prescribed by the Secretary
of Transportation, for paying the actual and necessary traveling
expenses of new appointees from ports of embarkation in the United
States to first post of duty at isolated light stations, in
districts outside the continental limits of the United States.
