Pub. L. 92-213, Sec. 2(b), Dec. 22, 1971, 85 Stat. 775, made the
provisions of subsec. (a)(2) of section 4021 inapplicable with
respect to any loss, destruction, or damage of real or personal
property that occurred on or before Dec. 31, 1973.
