The Chairman, acting through the National Science Foundation, is
authorized and directed to support programs of education in the
sciences and engineering to provide the necessary trained personnel
to perform the solar energy research, development, and
demonstration activities required under this subchapter. Such
support may include fellowships, traineeships, technical training
programs, technologist training programs, and summer institute
programs.
