Nothing in this subchapter shall be construed to negate,
duplicate, or otherwise affect the provisions of part C subchapter
III of chapter 91 of this title, and such part C shall be exempted
fully from the provisions of this subchapter and any regulations,
guidelines, or criteria pursuant thereto.
