Reports shall be submitted by all subordinate bodies and by the
advisory commission to the council, and from time to time the
council shall report to the President or to the heads of executive
departments upon special inquiries or subjects appropriate thereto.
When deemed proper the President may authorize, in amounts
stipulated by him, unvouchered expenditures.
